Chu announced a jointly funded facility for that same amount of funding, $13 Million just to give China the proposals written by groups like these for bio-energy projects, now owned by DOE due to the legal wording in the contracts.

I guess it helps to be associated with a University campus, a tribe or a tiny City. All the the small business proposals that might have created real energy and jobs were given to China. What a scam operation!</description>
